Caroline Pham is the CEO of MoonPay Institutional and Chief Legal Officer and Chief Administrative Officer at MoonPay, overseeing legal, compliance, risk, regulatory affairs, policy, and governance. She brings 25 years of experience in law, finance, and technology, including over a decade in crypto and blockchain.
Prior to MoonPay, Caroline served as acting Chairman of the U.S. Commodity Futures Trading Commission (CFTC). She sponsored the CFTC’s Global Markets Advisory Committee and was a member of the Financial Stability Oversight Council and President’s Working Groups. As acting Chairman, she advanced derivatives market structure, launched the CFTC’s Crypto Sprint, and achieved the first-ever spot crypto trading on U.S. federally regulated exchanges, alongside creating a digital asset pilot program and tokenized collateral and stablecoins guidance.
Previously, Caroline was a Managing Director at Citigroup, holding senior global roles in Legal, Compliance, Citi CAO, and the Institutional Clients Group. Her impact earned her CoinDesk’s Most Influential awards in 2023 and 2025, and the 100 Impact Leaders Legacy Award in 2025. She has guest lectured at Stanford University and Columbia Business School. She holds a B.A. from UCLA and a J.D. from GW Law School.
